Project Overview
The Old East Orange Police building is a two (2) story steel-framed structure with masonry walls and reinforced concrete floor slabs. The building was constructed circa 1929 of materials in common usage during that period. The building walls enclose approximately 12,500 SF per story. Adjacent to the main building are locker rooms and external storage buildings. The existing East Orange Health Department building on New Street, is a three story building (also constructed circa 1929) the square footage is approximately 4,230 SF per story. The building was constructed circa 1929 of materials in common usage during that period. The City wished to renovate its Health Department and re-purpose the old Police Building on N.Munn Avenue, to satisfy its growing need for municipal space. The project goal is to provide modern, energy efficient and ADA compliant office buildings.
Potential and Intended Building Use
It is the City’s intent to produce modern, energy efficient and ADA compliant office buildings to house:
Old East Orange Police Station
• Municipal Offices
• Employee Health and Wellness Center to include a fitness center and supporting uses, multi-purpose room for education and physical activities, flexible space that can be used for employee medical clinic/office(s) and/or alternative medicine (i.e. massage, acupuncture, etc.) as well as expansion space for an express pharmacy
• Subterranean document storage
The design is to also include provision of:
• Structural calculations on the adequacy of the building frame and foundation to resist proposed stresses in accordance with prevailing codes
• Access & Egress Plan
• Energy efficient lighting
• Suitable “Green” technologies to reduce life-cycle costs
• Fire Alarm
• CCTV/Keyscan systems that will tie into existing systems in the City Hall building
• Weatherproof linkage between the City Hall building and the repurposed building
• Elevator
• New HVAC, Electrical & Plumbing systems
• HVAC controls for remote monitoring and energy optimization
• Replaced/restored fenestrations
• Replaced Roof
• Repointed masonry
• Cleaning of the outer shell

The project has begun with some small get ready work like the demolition of small surrounding buildings adjacent to the construction sites. Bid and solicitations for the construction are expected to be advertised during late Summer and Early Fall 2012. Construction activity will take place over a 2 year period in the vicinity of New Street and N.Munn Avenue.
All work and services will be publicly advertised through notices by the City of East Orange and periodic updates provided as to the project’s progress.
